The Joint Committee of the Liberian Legislature has expressed grave concern over the ill-preparedness of a number of government ministries, agencies and state-owned enterprises attending the opened hearings on the expenditure component of the 2015/2016 Draft National Budget.A statement from the House Press Bureau issued late Monday evening quotes the Chairman of the Joint Committee, Moses Kollie, expressing frustration over either the deliberate or lackluster attitude on the part of some Government functionaries appearing before the Committee, unprepared to submit required budget performance report.“Such actions on the part of government institutions impede the function of the Committee and amount to Undermining the scrupulous review of the Draft Budget,” the statement said. The Ministries of Lands, Mines and Energy, Agriculture, Education, Booker Washington Institute, National Oil Company, Maritime and the Liberia Water and Sewer Corporation have either had their hearings called off due to their failure to present a budget performance report for the out-going fiscal year or have not shown up for hearing. Meanwhile, the Committee is warning that the passage of the Draft National Budget could be stalled if such non compliance posture goes uncorrected.The Public Financial Management and Budget Laws provide that each spending entity of Government shall present a quarterly performance report to the Liberian Legislature for effective check and balance.
